The announcement says they've been added as a new system, and I've picked up a couple in runs. But I don't see any menus for them, or any location related to them or how to equip them or any tutorial information on them. I'm playing in english so maybe this is in chinese somewhere? But how does this system work, and where would I access it?

You equip them at the character selection screen, at the bartender. On the right side of the screen you have an accessory slot now. They're pretty self-explanatory after that, you get one for winning a round, you can upgrade them using a new material.

How di you earn the new material to upgrade them ?

From dismantling other accessories. To upgrade to legendary, you're going to have to dismantle a lot of legendary accessories in the first place, so it's mainly just a system for getting rid of dupes you don't need to eventually upgrade something you do.
