the way economy works in this game is slightly different to other management sims. most of your "expenditure" is only calculated at the end of the month with the exception of restocking vending machines and gift shop shelves.
you make the majority of your income over the course of the month via donations and shop&cafe sales, if by the end of the month you don't have enough to cover the expenditures you go into the red.
the biggest cost you will have is staff wages, expedition costs are the 2nd biggest but they are deducted when you send the expedition keeping your total low. loans add to the end of month expenditure.
TL:DR if your expenditure is 7000 you need 7001 at the end of the month to stay in the green.
