Counter Intelligence Labs event bug

I'm trying to set up an expedition to the 'Counter Intelligence Labs' in Bungle Burrows. It has the 'Scientific Storage' event which is a positive event that give +15% XP.

However, instead of unlocking when your staff meet the level requirement like it does in other locations, it's automatically unlocked and if my staff meet the level requirements it greys out.

The game seems to be treating it like a negative event instead of a positive one. If I hover over it it says 'Combined Rank of 5 needed to counter this event'

I just wanted to update that we've fixed this issue for our next major patch :) We are going through testing now and hope to release this in the next couple of week.
