From the looks of your video, it might be the case that the Expert "can" work in the Aquarium, but we're showing a message (Expert cannot work in Aquarium) that the expert can't because there is no jobs for them to do in the new Aquariums you placed down.
It might be giving you that message due to the Water Filter and Food Dispenser are at 100% and do not need any maintenance, but the one where you did place down the Expert successfully did have a job available to restock the Food Dispenser.
Whilst functionally they should be able to work in the Aquarium providing the items in it are not 100% condition, I do think that the UI messaging could use improvement. I'll pass this along to our team.

This does appear to be the case. I kept dropping an expert into an existing aquarium until there was nothing left to restore and then got the message. Thanks!
