i clicked the aquarium and didn't find it

Its part of the decoration, edit the room and add decoration items from there - it gets you to the correct list quickly

i only have Sleight whale decal and wall clock
no egg cup

you will have to access at a later stage of the game, seems like you have not yet unlocked it. keep progressing the mission goals until you get access to the egg cup for creating your own fishes.

becoz i'm playing the sandbox mode
am i need to unlock it at the story mode first?
i thought sandbox already had everything

If you still haven't found it, it is an aquarium decoration. Edit your aquarium and you will find it with the other decorations. There is a search bar at the top of the decorations menu, right next to the magnifying glass icon.

thats a good question... i dont know - needs dev might also be bug - AFAIK sandbox does not have all items unlocked but egg cup should be general accessible item

i have 2stars at Passwater cove in story mode
but i still can't get the egg cup here too

waaay later in game after the mid game it pops up with a pop up explaining.

This keeps messing me up, but with aquariums and polterguest rooms, the “decorations” aren’t on the decorations tab.

Click on the aquarium, and select the “add items to room” button( you won’t be able to find it through the Items menu at the bottom of the screen). It looks a bit like an empty turtle shell and costs $15,000. If you don’t see it, try putting “cup” in the search box.
