I have almost twice as much Guards as Janitor robots and no one is going crazy anymore - a good factor of 1:2 should work fine.
You could try manually placing them to each other to override current job e.g. maybe it triggers repair again correctly this time.
No they have it as a Job Assignment.
I have tried manually placing them. Nothing works. They will not install mods on themselves either - same issue, they just pace back and forth.
I would wait a bit and see if more people are reporting issues with the robot personal.
with the mods (perks) i have same issue but if theey dont go learn them just cancel the order and give it agian that fixx it for me
