A manual ticket potentially let's you refund games that are well over 2 hours provided you have a good reason, which you would have in this case.
Yes, Steam Support can deny that ticket, but they are usually very lenient.
As long as you didn't abuse refunds in the past they would most likely grant the refund.
Could you please let me know which specific Legion Go you have? I think this is an issue with certain input peripherals or drivers, and it'll be a lot easier for us to reproduce the issue (to figure out a fix!) with a nice specific piece of hardware rather than the mess of different bits and pieces that desktop PCs are made from :)
