Expeditions tell you the maximum value you can get. All of them are "Great", not "Epic". Progression is effectively softlocked. It's very frustrating, although I appreciate your trying to help here.
Also, while it might not help you right now, don't forget you can go to other maps from your existing museum that you've opened, you don't need to stay in only the map for your current museum.
There are no other maps for me to go to. I already completed both Wailon Lodge and Passwater Cove at one star. Literally my only option is Memento Mile, where I get to sit around and do nothing because I've already explored the entire Bone Belt expedition map, save for the areas that require drills.
You only have to do the place with "great" quality over and over to get more location XP for it. It will finally upgrade to a location where "epic" quality can be found.
Took me 5-6 more runs though to actually get one that was of epic quality.
I used the very first botanic location for it that you can unlock because I already had the most XP at it.
Also, what Actane just said may be the better answer. If you can get great plants, you can get epic ones, it just takes going back to the same place to increase your quality. I was wrongly working on the assumption you couldn't get any plants. Sorry for the confusion.
At the Bigfoot POI (the first botany POI you find) plant camo is not needed. OP can find their epic botany exhibit there.

BTW raise the survey level of a map zone to unlock better rarity artefacts.
Grey - worst, blue - good, purple - great, gold/orange - best
Two Point Museum is no different in the colours it assigns to quality of exhibit.
Just grind an area a few times, particularly with an expert trained in surveying and you will pull out pristine exhibits regularly.
