I agree, and that's part of the problem. Watching cameras counts as an action, but sitting in a chair and watching people doesn't, nor does collecting donations, even though they each are toggleable as actions.
i have two level 16 assistants, three experts who are at least level 9, three janitors who are over level 5...
but only three of my security guards have achieved level 5, never mind surpassed it.
I kinda think so, yeah, but on the other hand there's no year-end goals of any kind other than the minimap scenarios, so I can't really name any reason that it should/could be slowed down. I do know what you mean, though.
In my opinion it would be annoying if the staff levelled up any faster, especially security guards. Most of them don't need the training but they angrily demand it. It's unnecessary expenditure that our museums don't need.
If you wanna have high level security don't hire anyone without the skill to look at cameras and rotate them as you need until they reach desired level. Also a guard just focusing on donations will level very fast especially if he has some movement speed training, given the museum is big enough for them to collect a bunch of donations.
Neat trick to level your experts is to use analysis machine and cancel whatever is being analyzed before it's done and repeat, you can level them to max that way if you want, if you wanna max out an assistant give him marketing full time.
