You can see the maximum star level currently unlocked by looking at the top right corner of the UI, where it shows a star level x/y, where x is the current star level of the museum and y equals the maximum.
The requirements for increasing your current Curator Class shows on the right side of the UI, and generally involves increasing museum star levels. As already mentioned, you will need to switch between various museums to achieve that, because you cannot increase any specific museum past the currently unlocked maximum so you need to advance multiple museums which aren't yet at the star level cap.
