No prompt to craft spirit key????
I can't craft a spirit key

I have the first museum at 2 stars, water museum at 1 star, and haunted house at 1 star

The only objective I have is the curator 3 prompt to get 2x 2 star museums and do the extra exhibit challenge

I've completed every possible expedition that I can, can't do any that require the spirit key or drill as I don't have these and can't craft them in the workshop

What gives?? What's the trigger for the spirit key supposed to be/????

The trigger is progressing objectives that are specific to the Wailon Lodge museum (i.e. not curator class goals). It's not possible that you have no other goals on Wailon Lodge as those goals extend ad infinitum even after you finish the campaign. Load it up and double check that you didn't, perhaps, collapse the goals list.

I think I’ve seen other people report this bug. Maybe check the bugs forum (here or at two point community)?

You need to take Wailon Lodge, specifically, to 2 stars. That will progress to Act 2 and spirit keys will unlock. But you aren't showing the goal for getting to 2 stars, so that seems like a bug.

Here's a thread[community.twopointcounty.com] over on the official Two Point forums where others have reported having the same issue. And another thread here on Steam with the same issue.

oh my godddd the only current solution to the bug is to restart my game
