I've seen it suggested you replay the County Archives pop-up though. More chance to tick off a lot of thieves inside six game-months.
For those toilet guys, you could place a sole toilet in an unaccessible region of your plot (i.e. were only one-way doors lead to your main area. When you see guys behind that one-way door you can be sure that these are thieves. But also, there are other strategies involving that security challenge. Some people raised prices to the maximum to prevent regular visitors coming in and then the only people that occur on your map are thieves. However, that may take 30 minutes or more till you have your thieves together.
