This, though I worded it as poorly as some of the in-game descriptions, sorry about that. By "cap" I meant the max file size, which is often reached around the time that people who have better systems start tanking in performance and around the time they see max visitor display.

That's my understanding at least, based on responses in other threads. And also because I have not disabled the visitor "cap" in options, and I have one museum with 739 visitors (and it generates a metric ton of income).
If you want more visitors, you need to have more exhibits. Fish work really well for that.
The one I have with more visitors is Passwater Cove, which is at a museum level of 53 and a total buzz rating of 7895.
If I then put the cap back on, I see the same behavior until as it slowly goes down over time.
This tells me that it does *not* count how many guests *would* be there, but only the ones that actually *are* there. There's no magic in the game to compensate for the cap.
The setting itself is named "No Character Limit", which means that having it on is how you remove the limit. The tooltip for it even says as much. Off on the other hand, means the limit is in place.
I'm just wondering if it is working backwards from that, seeing as I get far more than 400 visitors when I have it off.
When the visitor count reached ~600, I went back into settings and turned it back off, at which point it started to decline immediately, eventually going back down to ~400.
So the setting does work as described in the tooltip, but it wasn't doing anything at all for me until I toggled it, played for a while, then toggled it back. Obviously some kind of bug related to that setting exists.
I have just got 9 stars on all the museums. Had to take the cap off - game virtually came to a standstill - with the cap you cant make the money, without the cap the game is unplayable.
I can't go back now to get to the 11 stars it is stupidly asking for because even on a pretty decent gaming laptop there is not a chance.
The game should have been capped at 8 stars maybe so there was an end to it, to then let you work on going back to get all the map unlocked and the pristine exhibits
I am loving it but am thinking whats the point as I cant end of complete it
