Report a translation problem
You can increase the number of assistants assigned to the room on the info panel. If you're busy enough to need 2 registers, you probably want to set the room to 3 assistants, 2 running the registers and the third restocking
Or more if it's busy enough
You have to manually change the number allowed to work in the room.
If you have the number set to the number of registers, you're not allowing additional staff to be assigned in the room.
EDIT: And just to be extra clear, look in job assignments. The gift shop checkout and gift shop restock are two different tasks, you can actually assign someone to ONLY do restock and they won't be allowed to do any other job if you uncheck the others
The key here is manually setting the number of assistants you allow in the shop working at a time
