You said it read as " chimney sweep (plebian) " and then proceeded to give a different plebian, because you assumed it could be any of them. You're not even being honest about what you just said in your last post.
The mistake is once again, you made an incorrect assumption. No, you didn't read it right:

Traits are random, yes they can conflict. It's your choice whether you wish to keep him around or sell him. Ghosts are meant to be slightly problematic, there's an entire mechanic around them getting angry and leaving on their own. If they were completely passive or always easy to make happy it wouldn't even be the currently tiny challenge that it is to pacify them.
You can sell him and collect one with traits you prefer.

I needed the two ghosts in 1 room to check off the "40 buzz" requirement for a poltergeist room. Sold the ghost. Lost the 40 buzz check off. Off for another ghost.

Not wired wrong. I think it's that we're so accustomed in everything normally wanting something. We just want to give it to them to get the boost and so many people are missing that some ghosts/fish also don't want things too.
Just to circle back to this after having more of the game unlocked. He can be satisfied using a lodge radiator (for warm) which is not a fireplace (so "no fire") thus filling both. Whether that's worth the time catering to him or whether you have it unlocked yet leaves you with the same decision, keep him or find another
Or is there an solution for every combination ?
(In another period/era, maybe not unlocked yet...but somewhere/how possible to solve)
Additionally, the devs have been reviewing the buzz requirements and are refining them to prevent the impossible ones.
