Report a translation problem
The ingame information on tour guides also state that visitors value exhibits that belong to each other more than randomly put together tours. Not sure if the game interanally adds some bonuses for exhibits that belong to the same category and sub-group, like anomalies or the like.
In order to maximize the tour quality you therefore should use trained staff, keep distances short and place enough beautification items nearby. If you do all that, you might end up with an high enough rating.

Note further, if I'd add the 9th anomaly to the list, even though the expert and the visitors barely have to move in this case, I'd lose 1/4 of a star. I've tried it multiple times to get in that 9th anomaly but the game always punishes me for attempting it. And as the pathing at times is bugged anyway, by generating de"tour"s, which can redude the quality of the tour by more than 2 stars easily, I try to not touch setup tours further.
As i said, every machine in the tour is lvl3 (golden pristine plaque), but "avg. quality" is always "average". Even if i select a single exhibit for the tour, still average quality. Only happening with custom contraptions, never had problems like that on other type of exhibits.
If you could post a screenshot or a short clip this could probably help to find problems within your setup. Maybe you configured a tour that detours due to a bug or you added exhibits that don't fit together (in the eye of your visitors) or other things are missing.

I reported this forever ago, it was indeed a bug. Surprised they haven't fixed it yet.
