where, how do you place captain dreadge?

I can't seem to place him anywhere. What type of room does he require?

sunken decor. specific request for ships wheel (star reward) and not share a room with a captain spirit.

I suspect the main problem players have with him is that Sunken/Salvaged decor are very late Supernatural Enlightenment unlocks (as well as the wheel issue...), so he and his crew can be pretty hard to keep contained.
