Wailon Lodge - Shock Horror: No soot spawning?

I have a task to sweep 25 soots, but no soot has spawned. I've done multiple save/loads and restarts. Am I missing something? Does is spawn somewhere I gotta throw a janitor that I missed?

lightening strikes the ground leaving a scorch mark, that's the soot.

The only lightning I have is at the little bridge to the two non-interactable buildings

that's where the soot will be, you should get strikes all over the map, inside and outside buildings, i did.

There's no soot being left by the lightning on the bridge with the skull on it. And that's the only place that it's striking. Is there a way to get it to trigger elsewhere?

I can't find anyone talking about this anywhere, I think I just have a highly unique bug that locks my progress? Can I send a dev my save or something, I've seen that they look here

from what i can gather you can't specifically trigger the lightening to strike anywhere it's just random. it should be anywhere in the plots you've unlocked. if the devs notice it they may ask for your savefile, might help to submit a bug report instead of waiting in general discussions.
