For free building, give yourself a huge starting cash (I think I did $2.5mil) and turn off thieves. This will give you a massive buffer to build and get things rolling before it starts becoming profitable and you won't need to worry about money.
It's basically a handicap that turns on or off depending on your current amount of money.
After I posted, I saw something similar in the bug discussions that confirmed that grants only occur when money is low (below $150K is what it said). One person, who seemed to be a game dev, also confirmed that the salary percentage slider isn't working, but that they would fix it in a patch.
