Then of course the item you want to put it in must have an open slot, and do make sure the jewel you are trying to attach can attach to that type of equipment. Some will only attach to specific items like "Weapon" , "Chest" or "Feet"
You don't use the enchanter- he's for upgrading the +1, +2 and so on with Beycium.
Once you have the jewel and dust simply right click on the jewel then left click on the item to attach it to. A menu will come up similar to the Beycium enchants so just tell it to attach. Simple. No NPC is needed.
You can buy the dust in Ingen near the weapon crafter and you will most likely find nearly all the jewels you need on the Trade Market, or from mob drops ofc.
when you double click the jewel (use tab on inventory) it will move the tab to the "equipment" tab - that being said, if you are trying to add jewel that is something equipped, you have to unequipped it so that it shows on your inventory.
you should be able to move the jewel to the equipment and once you click again, you will see the actual screen that will let you put the jewel - it should automatically pick the jewel dust that you need. If you do not have it, you will get a note
