Playing on a gtx1650
Playing this game on a dated pice of hardware hasn’t been too bad and I’ll have to deal with it either way, but Is there anyway to at least slightly improve the texture quality without having to give up the pretty good amount of frames I get?

In short: not really without weird stuff in Nvidia Control Panel or config edits. It's time to upgrade if you want to keep playing the newest games.

Problem is, the textures rely on your VRAM on your GPU, which can't be increased

1650 has 4GB VRAM

My 2080ti has 11gb and it still says I can't run Ultra textures

Texture is tied to vram, especially in this game engine, where low vram can result in literal missing texture. Even on low setting, this game already looks good. If you want better texture no matter what, then buying a new GPU is the only way.

Thanks for adequately explaining why I refuse to pay for nvidia's ♥♥♥♥♥♥♥♥, Jesus Christ I've never even had a great experience on nVidia idk how they managed to gaslight the public so hard into having such market share but my only explanation is gamers are Fing stupid as hell. Seriously, I've had routine VRAM problems on top of weird driver bugs with nVidia I never even had on a Radeon. Thank God I bought AMD.

Preferably a Radeon, I'd suggest getting an RX 6800 off ebay
