I call that rag. It's ugly, dirty and completely out of place on the armor.

yeah basically this, they're just hessian rags, not robes adorning armour...
Yet everyone will still go "Ew, these robes are ugly". Tell me you're not a 40k fan without telling me you're not a 40k fan.
Full robes with hoods are official designs too, look up dark angels models for reference. :)
Also it's logical that those robes look thicker on plastic models, you don't want them to easily break off after all.
And quite the bad designs. Imagine fighting your opponent, only to trip on that and fall face down in the mud. 10/10.
As for them being thicker on plastic models - GW has absolutely never given any care about the durability of their model's fine details
I agree from a practical standpoint, it looks cool though depending on which models we are talking about. :)
EDIT: It's not about robes, hoods and capes, that's decoration. Those filthy dirty rags over every single piece in that relic armor set is not.
