I don't play Bulwark but if all you do is reaction fire with occasional bullet spam I'd take whatever does most damage, you always want to be close anyways as you have block so you kinda can't miss when your close anyways.
So for pistol, the plasma and it's charge shot wins hand down.
If you run heavy plasma, then go with bolt pistol. It has higher DPS, especially with headshots.
Heavy bolter -> plasma pistol. It's especially good if you need to stop reinforcements call.
Melta - bolt pistol, since it's more convenient for long range.
