Report a translation problem
I have been having success lately by queueing for PvP, waiting till I see names on the list, then canceling it and switching back to Operations. That lets me connect without an interminable "Joining Server" screen and play exactly 1 game, at which point I have to do it again.
i think its some issue with the connection / the lobby getting disbanded and the game being unable to handle it so it just derps out. Should get fixed for sure.
Only solution is alt f4 restart.
Game is installed on my main drive - i only have one - happens rarely enough that doing a random thing might give the illusion of it being solved.
Now I've played several mission back to back, and that was the only change I made between attempts. Though I am still running it through a VPN, so that may be helping in combination with the main drive switch.
If it helps you, I still have my steam overlay enabled, I have crossplay enabled, I verified after I moved my files to the C drive, I am running a VPN. Those are all the changed I tried. The C drive was the fix that seems to have done it for me. I will return and update post if my issues return.
Was having the opposite of your solution last night. Was able to join lobby for Operations, cancel out, then do Eternal War. But if I started up and tried to go directly into Eternal War then I'd get no lobby and it would take me offline after timing out. Eternal War was having a hard time finding people to play also, lot of 4 and 5 man teams I imagine because others were having same problem as me.

32gb ram.. 16 before i bought more.
turn off crossplay, helps with most connection/server issues. Probably that forced Epic integration borking things up for everyone.
