There were some work arounds but maybe private lobbies would be a better fit.

Saw someone else post this method on another thread.
It's a bit janky, but from my testing, it works:

1. Turn off internet
2. Wait for game to enter offline mode
3. Start co-op mission
4. After loading into mission, turn internet back on
5. Play mission
6. After completing mission, return to main menu, and, press continue
7. Repeat

After turning your internet connection back on, the game thinks you're still in offline mode, so it won't attempt to connect you with other players.
Turning the internet back on enables the game to actually track the progress you make in the mission.
Returning to the main menu is to ensure the game saves your progress; it's unclear whether or not this step is necessary, but doing this hasn't caused me any issues, and has always saved all progress I made in 'solo' co-op.

it also doesnt work for me to, jesus i just want to level up my multi melta but legit is like 70% percent chance it will disconnect and it not my internet

Does this work even if it says progress will be lost until you are playing in Online mode?

yea, the disconnects kinda hurt.
I wish offline play would keep progress. I get PVP but nah.

Thank you for a great game but I'mnot farming 6 different classes. The two I did I didn't even like them in the end.

I wouldn't mind farming the weapons but the lvs for each class is just frustrating when they don't come into full bloom near lv 20.

Unfortunately it seems the problem here is not with playing with randoms but losing connection to the server and thus not getting progress. An offline mode (with progress) wold be the solution but the offline mode has no saved progress for Ops. Since the posted "work-around" didn't work there is no solution currently.

I've lucked out and my disconnects usually happen after the mission has ended thus progress is saved since the loading screens are for us not the server (really wish they would add a "menus" mode so I don't go to the ship and thus cut out a few loading screens, I really stopped caring about how cool the ship is when I have to load into it, into another ship, into a mission loading screen every time then get 3 more loading screens at the end of a mission. Load Marine 2)
Ran into this thread from a frustrated Google search. Just bought the game over the holidays, finished the campaign. Figured I’d try Operations. I don’t like multiplayer games. Turned off wifi, forced the game into Offline Mode. Played through Inferno, entirely offline. Progress saved!
Played through Decapitation, killed by the Hive Tyrant. Ugh. Try it again the next day, in Offline Mode the whole time. ‘Disconnected due to server issues’.

yeah they really need to make an offline version of this. sucks that a large and fun part of the content is locked out because "online only" for whatever reason. I understand PVP stuff because....well...you know. But PVE story that actually adds to the games lore, has customisation and introduces new factions is just lame being locked behind online mode.
