Why is War cry (Gadriel's skill) not an operator skill for operations mode?

Titus skill being exclusive to the campaign I understand as its crazy (and how it was in SM1) But Chairons skill is just the auspex skill that the tactical gets, so it seems a waste to me that Gadriels warcry is missing from the operatives options.

I Personally think Would be nice to work as a kind of Squad leader marine that is a more close range variant of the tactical marine with less of the guns but more melee weapons
