Because I prefer to have total freedom when it comes to cosmetics. Tying stats or effects to armour will mean some items will not be worth using and you should never be gimped for choosing the cosmetics you prefer.
I mean, that can easily be worked around by giving the armor pieces the option to use the skin of other armor pieces, like its now with the weapons.
A more serious reason would be balancing. The game is already not in the best state in regard to balance and you want to add more numbers?
Armor with stats would actually be good. Also, ever heard of Transmord ? .... it is already in the game ...
-> Bullwark having the same Def. as Tactical is just plain stupid.
-> Stats based on Armour or even Skills based on Chapter would be Awesome.
Your expectations are way too high.
> Bulwark has more armour than tactical
> This is already a HUGE issue on tabletop. Lets not have it in the videogames too
