It's not really broken. It's just generally the better option of the three main weapons. I'd say it's less of a case of it being strong and more of a case of the other two being underwhelming.
It has great crowd clearing potential and with the right perks it's ammo is easier to maintain for chaff clearing than the heavy bolter. A few blasts from it can open a heavier enemy for a finisher but it's less effective against bosses IMO than the plasma pistol. Basically your job when using it is to get the trash off screen.
Here is the broken part. Imagine you have 5% real health, a bit of contested health and there is a swarm of enemies nearby, you can aim your melta in their direction, pull the trigger, and you can be healed to full just from that single blast. The melta is ideal for doing damage and healing. If you're a heavy, you're only limited by ammo. If you're a tactical, you just need to do finishers every so often to instantly reload your melta. If you're a vanguard, idk what you have in your kit to instantly reload the melta but if you have it you will be fine.
I hate plasma pistols.
I like it for tactical since headshots from it are a cheap way to thin out a swarm. Otherwise, yeah, it's not great.
