Not really, no. The definition of Live Service is that all gameplay relevent stuff gets released for free, while they sell you things like cosmetics and Battle Passes and have FOMO items.
And sure, when the servers go down, you can't play PvP, but you can still play the campaign and the offline version of Coop.
I'm pretty sure and I don't know how old you are that Live Service was invented on Xbox which use the wordage before Battle Passes and FOMO items were even invented.
Thats also some kind of FOMO but something the devs have no real control of.
A fun 6 hour campaign that get's you past the 2 hour refund window, that's not only enough for streamers to give it two thumbs up, it's even better their views fall off after a stream or two with a new game 6 hours is the perfect length.
That get's you to the PvE and PvP for everyone else, but despite the road map and the already listed "seasonal content" and since the "totally not a stand in for a battle pass" season pass is sold outside game and not in an in game store it's not at all like all those other games selling skins. *cough*
It's the "not live service live-service" and going to be the new thing I bet, the fact they rushed to patch out peoples work around for progress offline made it really clear. Like you said even if they add the private lobbies they promised it will still be entirely online and require their servers.
And I do mean "if" because we saw this with Darktide they also promised private lobbies both before launch and within a few weeks of launch and two years later no private lobbies.
Darktide did however add a premium currency for buying cosmetics, because that's the point of a live service that sells cosmetics, same as overwatch or fortnite you need them to group with other players to be a walking billboard to sell more skins.
Hope I'm wrong they suddenly let us play offline and progress(like we could at launch) and give us everything for free! But color me skeptical right now.
