Titus rank change question

So I'm curious about something specifically, Titus's rank change from captain to lieutenant is it just because of the dishonor he suffered from the inquisition? Or is it also because there are a set number of captains in a chapter?

From what I watched in a lore video detailing the events between SM 1 and 2 it mentioned that Titus was specifically replaced by the oh so renowned Cato Sicarius and as I understand it from the codes there is one captain for each company of the chapter.

So is Titus actually demoted just because there are no spots left for him as a captain at least until another one dies?

As a Codex-compliant Chapter the Ultramarines are composed of 10 Companies. Each Company has one Captain. Titus was demoted to Lieutenant not just because of the fact he was away, but because the 2nd Company already had an acting Captain.
