Approximately 5 headshots will stun a ranged tyranid warrior on Ruthless. For melee tyranid warriors, you're still in a position where you'll have to rely on the ability to parry-scan if you want to clear multiple quickly.
Cloak, target big guy wiping them out, find any minoris, headshot kill a few, cloak is back, and repeat the process. As long as you are consistent and reliable with headshots you can be attacking from cloak for the big damage bonus almost constantly. Another side effect I noticed from being in and out of cloak so much is how the enemies behave. Almost like ping pong. They are coming after you and you cloak. They get confused for a sec then head off back towards your teammates. Pick your target, fire, and here they come back again.
I started using that to my advantage to give myself some firing space or time to reposition by staying in cloak for a bit knowing that I could have the ability back up in almost no time.
Saw some people hype it up but.. its trash compared to Las Fusil and Nade launcher.
It's trash. Pay less attention what youtuber streamers says while trying to make content. It should be doing 50% more dmg as minimum to be viable option.

2. Skill issue. Stalker headshots hit just as hard as a Plasma Incinerator CHARGE shot at same level, and come out a lot faster.
Nah, that's you. And I'll pay more attention to my personal in-game experience than your bad take borne out of you not being able to click heads with a wepaon that is both highly accurate and very forgiving of mistakes due to its semi-auto firing rate.
BTW plasma weapons are for the people that have 0 aim skills since no headshot multipliers so there's no need to aim. They are definitely fun to play though.
I think the Stalker Bolter is a very good weapon that rewards you for precision. It is a solid choice for the Sniper, if you want to have actual ammo and don't like being constantly ammo starved like you are with the Fusil and the Bolt Sniper.
For the Tactical it is a great precision bolt option that gives you quite a bit of range.

I've leveled both of them and the only way you can sell me on the grey plasma incenerator feeling better than a Relic level Stalker Bolter is if you are the worst shot in the world and sunk your entire magazin worth of charged shots into defeating that one majoris with your Plasma, leveraging the fact that you could kill them with the splash damage of the charged Plasma, because you couldn't hit the enemy.
Fully leveled up they are both very different weapons for a very different purpose in the game.
You can play with your peashooter, I'll play with my melta/plasma and bolter grenadier which are many times better.

PS: That "peashooter" objectively delivers higher DPS against single targets than either the Melta or the Plasma Incinerator. Unless you're bad a clicking heads, that is. And none of what you said or will say is ever going to change that cold, hard fact. Try to learn to click heads instead of opening your mouth, it's gonna yield you better results.
On tactical - it offers you good, but not great, stand off damage assuming you can land headshots. That sounds like damning with faint praise but when you combo that with the damage buffing scan and the fact that you have a good melee weapon in the chainsword, you become a very good jack of all that can handle any situation no problem.
It is likely objectively worse than just straight up grenade Tactical though outside corner cases where you can't kill majoris regularly for nade refills or you are somehow stuck shooting at stuff far enough away that the launcher can't reach well.
