fencing is a crutch weapon in that it widens the parry window for you if you're not able to memorize when you need to parry, the penalty is lower stats, which arent really that much lower. block is a crutch weapon in that it gives you better stats while having less things that you need to focus on, its kind of a stepping stone if you care to learn the exact timings of parry so you can use balance. all of that doesnt even really matter since the difficulties in this game are tuned for completion rates rather than testing with top players and thats just not something that leads to a very difficult game.
If you feel more comfortable i would start using the power sword, you dont have to switch stances all the time to be effective.
Usually the most effective Bulwarks put intelligent banners up to top the party even if ♥♥♥♥ gets hairy. Position themselves correctly, getting those gunstrikes and parries in constantly to basicly never die and do a little bit of damage with there procs and perks.
"Blocking" is hard to tell, dont have that much experience with it i personally would not try to get used to it as of now.
The potentially more burst damage and stagger is not worth it even if you use shield block as armor source, wich most people dont.
I would say it can even be counterproductive, because with a full discharge of three ! perfect blocks you stagger Majoris and Extremis enemietypes out of range for a heavy swing sometimes, pretty anoying.
