The balance is not perfect, but every weapon is playable on lethal at least.

There are always clearly weaker weapons in each class just as there are stronger ones, hence the meta.
As for ranged weapons needing a buff all around: No.
This is a melee game with weak ranged (be in via damage or ammo count) tacked on to force you to engage in the melee gameplay.
If you are thinking you are going to go through the game just as a shooter (even sniper and heavy) you aren't going to be successful, and it tends to incentivize bad play (nabbing all ammo drops because you keep spamming away all your ammo between pods and the large ammo crates, thus leaving your teammates without ammo for their occasional needs for example).
