Yes Scouts, but they are more army snipers than special ops, but i got what you mean.

Raven guard is the same coin as blood angels about Wrath of the Kind. But Blood angels about Rage, when Raven guard about Wrath or retribution.

Btw any Space marine can be furious, but wolves were always the most Focused on the hunt, thats why malcador choosed them as own Instruments+ loyalty.

Yes yes, we know. It's a surprise that its vanguard instead of assault. Just like how it was a surprise that the Salamander is a sniper instead of any class with access to a melta. Because within the lore, a sniper does fit the promethium cults creed

Yeah, just about any chapter would be able to use any class. That being said, people do have preconceived ideas of what class would be used to represent a chapter based upon prior art. Not to mention Sniper doesn't have access to a melta. The closest it has access to is the neo-volkite. Which uses a direct application of heat, rather than atomic friction like meltas
And for that reason it wont be.... The champion choices really baffles me, not giving people what they want just to be "different"
Why is it an odd choice? Raven Guard are a "Scout" chapter. Vanguards... which seem to be representing Intercessors and their "alternates", are very much fitting in with the Raven Guard.
And why would you think that? White Scars are fast attack, hit hard... type of Chapter. They ain't known for their Scouts. They are known to be relentlessly hunting you down.
They aren't a "Vanguard" type of Chapter/Legion... they are a Vehicle based Legion that has many "heavies". They actually have an entire company of nothing but Devastors and Hellblasters. And a 2nd Company of Inceptors (Heavies on Gravplates)
The Classes for White Scars, in Space Marine 2, would be Tactical, Assault and Heavy.
As for why I thought the white scars would be an assault, it's because they favor speed and chasing down their targets. Since we really don't have vehicles, white scars seemed like the best option for an assault champion outside the ravenguard. I also admit I kinda forgot the blood angels were a thing as I haven't consumed much blood angels content overall. More of a salamanders, white scars, and iron hands kinda guy when it comes to space marines.
The Vanguard corresponds to the tabletop Riever. Basically the tabletop Vanguards (including the Sniper a.k.a. Vanguard Eliminator) are distinguished by Phobos-pattern armor and attendant vehiles.
