Realistically, it's not entirely worth it unless you want to grind for the points to spend on the cosmetics. I believe you unlock some full sets, 1 full set armor look for each class, but you can't customize the pieces of those ones.
It was really a scumbag move honestly, but meh.

the skins are
heavy champion
shoulder pauldrin
chainsword
bolt rifle
helmet
The requisition points may seem like a huge grind if you havent played the game at all, but once you have made some decent progress, you basically never even need to think about them. You will get them.
The biggest thing that people take as a huge negative, not to say I disagree, but still the response of the community, is that you cant customize the actual champion skins. So you either have to really want to use those, or really want the cosmetic pieces that come along side them, because you arent going to be using them together. Weapon skins are nice, but not every class may have access to these things, and you may find you just dont enjoy the weapon.
Many people in this game play all the classes pretty interchangeably, and having skins available for different things is "fine," but if you just arent interested in playing some things, it could be a bit of a waste.
Now 40% off is pretty decent, not something I would have expected. Id love to be able to tell friends about the sale and all, if any of them that were interested in the game didnt have it already. As far as the DLC though, in most cases, if you just arent interested in all the different chapters, Id say its probably best to just pick one that you really want, so the season pass may be unnecessary.
Also, I have the Ultra edition, and I dont regret getting it, but I certainly dont use everything that comes with it, or at least not often.
Think there was just some kind of mixup here. Sale on steam ends June 5th, its already 40% off. If you want the sale price, dont wait until then.
