I'd kill to get a Wolf Guard Headtakers "champion skin" (just make all champion skins regular skins already) over that lame phobos furry.
The bottom is a "cosmetics pack." This is what the Ultramarines and Raven Guard get. It's nothing more than additional successor chapter heraldry/cosmetics.
Then there is the "champion pack." This is what the Salamanders and upcoming Imperial Fists get. It gives you the unique weapon and champion skin locked to one class.
And then at the top you have the "chapter pack." This is a what the Dark Angels got and Space Wolves are getting. It's basically both the cosmetics pack and champion pack combined together, meaning you get both the unique weapon and champion skin for one class AND additional heraldry/cosmetics for all classes.
So there's no inconsistency when it comes to the DLC. Now, if your complaint is that it's inconsistent that some chapters get more robust DLC in the form of chapter packs whereas others just get cosmetic packs, that's fair.
