Can I play completely offline and progress?

I am seeing conflicting reports and it's the main deciding factor on whether I will buy the game.
I do not play online games that I can't locally host anymore, I would get this for the single player only, and I often play on Deck completely offline in general. If I can't unlock stuff and my savefile is not really my savefile locally, I guess the game is not for me.

Main story can be played offline but in operations, progress is only saved if you play online, but they are adding modding support, so that is something to consider.

Well that is an incredibly stupid system. It's not really offline, then, since you can't actually play it offline properly if core functionality is missing.
I sincerely hate it when developers don't let you use your LOCAL single-player data.
Thanks for the response, anyway. Unless there is a mod to enable progress offline, looks like I am skipping it.
