There is a Subsidiarie based in St.Petersburg but the Main Studio is in the US.

Publisher is Focus Interactive, which is also stated on the Store Page.

Saber Interactive, who has its headquarter in Florida, has 7 studios, named Saber [City name]. The one who developed SM2 is the St.Petersburg Subsidiary.

Focus Interactive is the publisher. They are a French company.

It's bad enough that Steam allows payments from Ruzzia also supporting the war effort...!

Steam hold my games hostage! It isn't possible to get the games I have purchased over the years as digital copies and opt out from Steam. There isn't anyplace in the User License Agreement that said that Steam/Valve would support a nation such as Ruzzia. Only the Americans can put Gabe Newell in front of a court. As a customer we can only chose not to use their services other than actually playing the games. For my own part I haven't purchased any new games or anything after the full scale invasion.

Naturally I'm not supporting Ruzzia!
Nobody should do business with that nation at the moment, nobody shouldn't purchase goods from companies still active in Ruzzia!
