And space marines don't care about gender, or their sexual orientation, all they care about is serving the emperor as he created them for. Even between them he shares so much genetics from their primarch that he considers their primarch to be their father, and every Spacemarine is a brother, in the truest sense of the term. If you were a superhuman bordering on being a demigod, genetically prepared, indoctrinated to fanatically serve the emperor, in order to become the most powerful war machine in the universe, what's the point of being a femboy or anything else? No... On the other hand, if ingame you want to make yourself a space marine with colors to assert your orientation, nothing is stopping you.

I don't understand your metaphor about "leading the chapter" to be honest but actually the size of wallet doesn't have anything to do with leadership skills and is not a decisive factor at all.
