Even between them he shares so much genetics from their primarch that he considers their primarch to be their father, and every Spacemarine is a brother, in the truest sense of the term. If you were a superhuman bordering on being a demigod, genetically prepared, indoctrinated to fanatically serve the emperor, in order to become the most powerful war machine in the universe, what's the point of being a femboy or anything else? No... On the other hand, if ingame you want to make yourself a space marine with colors to assert your orientation, nothing is stopping you.

I don't understand your metaphor about "leading the chapter" to be honest but actually the size of wallet doesn't have anything to do with leadership skills and is not a decisive factor at all.
