Next up is Heavy, but he's only rank 9, so I stick with substantial for the time being.
Heavy with the Heavy Bolter is the only class I can see running out of ammo on ruthless, but it's absolutely no problem as a Vanguard with the Instigator Bolt Carbine or Melta Rifle and the Sniper with the Bolt Sniper Rifle.
If you constantly run out of ammo you shoot to much and at targets that are probably not worth your primary ammo.
That's not accurate. The RNG can be really mean and if you get something like a neurothrope early on with a group that doesn't have their relic upgrades it can be a slog. Bulwark runs out of ammo on Neurothrope almost every single time unless you have a tactical, heavy, and/or a sniper on the squad. My tactical can sometimes if I'm using a crowd control weapon. This kind of sentiment is a bit obfuscatory of the truth of the matter. It CAN be okay, but there's a possibility that you can get messed over by RNG
I've had bosses multiple times before you even hit the 1/4 mark and get ammo crates, then see ZERO crates until the halfway mark even though I scour the map looking for boxes to roll through. Then I've had so many stims and ammo I thought I was playing on difficulty 1 if it wasn't for the boss and the med stim effectiveness.
Can't be true since a 15 damage chainsword is seemingly killing faster than an 11.

Body shots, you mean the things that have like insane damage reduction?
Body shots should be the default with headshot getting damage bonus, if you're right and its reverse that might explain why the gunplay on many weapons feels so bad.
Indeed it's the case. If you don't headshot things in this game you do almost nothing. I can't tell if it's actually damage resistance ( I just called it that because functionally it seems to be? ) or if it's just the headshot multiplier is INSANELY high.
Even with a pistol a headshot is always a one hit kill, while bodyshots need 4-5 shots. Maybe even 6?
Going for headshots should always be the highest priority.
