vanguard and sniper shouldnt have occulus/bolt carbine in pvp

vanguard should instead get the stalker bolt rifle and the sniper should get the instigator bolt carbine to replace them.

vanguard is designed to be an aggressive class. Occulus bolt carbine makes sense. I can see the argument for sniper however
