outside of that you don't really have that much but there are a couple of armour gain perks and gunstrikes help a bit

Other perks are like 1% hp for killing a boss or "a little HP" after killing a special. So, if you kill 30 bosses you will heal enough to take 1 more trash mob hit. Big gains.
and armor is inconsistent & s***t.
just put the banner down and then execute something = full health
bulwark has +20% health and heavy has +20% health when he uses a specific perk. its possibly a bug too, but with that you can heal to full at any armory drop pod.
doing high damage (especially splash dmg) when you have contested health, will overheal the contested health part. letting you go from 15% - 100% by a single grenade, melta, or plasma shot for example.
there are many ways to heal. id even say that its way too easy to get your health back atm. but i also believe that it wont be the case anymore, as soon as they fix some bugs.
You are supposed to try to always keep some armor up and regenerate health from the contested health stage. The whole idea with health loss seems to be that you are not supposed to be able to regenerate it completely between each fight.
Stims are the only reliable way you have to recover health, but they can be paced throughout the maps by the Devs giving them control over how much health regen you have access to.
He might mean in the campaign. The ability you have there (unless you are wearing a jump pack) indeed heals.
