Every faction in 40k are villains. 40k is basically a reverse Star Trek where every species eventually decided they kinda hate each other or wanna enslave the other species

The writters had to retcon and add some "♥♥♥♥♥♥ up stuff" to them because it was just too obvious they were the only actual good guys in the universe, and even after that they are objectivelly the only good ones in the entire setting.
The Tau were a bit too noble bright for the setting when they were first introduced, and they were introduced because 40k got its first bout of popularity in the late 90s and GW along with 40ks og creator Rick Priestley still were not sure just how dark they wanted 40k to be.
This was always gonna happen to them as the grim dark stuff is what has sold the most
