Make sure windows is up to date and verify steam files. also clear shader cache.

Make sure you have the latest graphics drivers.

Make sure you are plugged into the Graphics card's Video out ports, not the motherboard video outs. Any video out on the motherboard will link to the CPU's iGPU, which is garbage for gaming.
Make sure you set Render Resolution to Dynamic and enable the in game vsync option.
Also make sure you set your Dynamic Resolution FPS target to your desired target FPS.

I would also recommend making sure you are up to date with Windows Updates and you have the latest motherboard BIOS installed for your motherboard.
I would also recommend opening an administrative power shell window, or administrative command prompt window, and type the following command...
sfc /scannow
Hit Enter, let it do it scan and repairs, reboot, try to play the game again.
Windows has a lot of problems after updates sometimes where certain system32 files get corrupted and stay that way, causing all sorts of weird behaviors in games and their game engines. By using the sfc /scannow command you repair those files and a full restart of the PC ensures those working files are the ones that load up with your system.

A Dxdiag is a good start.
alternatively, you can use a script like this to find out a bunch of info about your PC that can then be passed along to people trying to help you so they can better do that.
