in terms of pure strenght world eaters i guess , being juiced up by khorne and all that
for loyalist a blood angel / bl successors under the black rage maybe ?
really depends on who the writer is all things considered

There are Chapters that are more suited to certain ways of fighting than others.
Raptor Chapter (basically reasonable Marines made canon), Mantis Warriors, Raven Guard etc. are great at fighting covert operations, assassinations, guerilla warfare so what you would expect of the SAS and other Soldiers like that.
Blood Angles, Black Templars, Space Wolves are famed for their acumen in fighting brutal melee battles and Shock combat deployment.
Imperial Fists are great as defenders in a siege and can also be used as a chapter to besiege another force.
Ultramarines are a jack of all trades kinda chapter, good at everything, perfect at nothing except for logistics and admin stuff which is what they are great at (Ultramar with its 500 worlds is the best place to live, in my opinion).
There are named Space Marines that are even bigger and taller than the average Space Marine e.g. Alexis Polux was said to be near the height of a Primarch and became the first Chapter Master of the Crimson FIsts (formerly he was of the Imperial Fists).
Haegr the Mountain was a Space Wolve with an insaciable appetite that had also more of a Strongman bodytype.
The Chapter Master of the Carcharodons is a hulking Space Marine by the name of Tyberos (The Red Wake) who basically walks in Terminator Armour like it is normal Power Armour (I think somewhere it mentions that he can sprint in Terminator Armour but don´t quote me on that).
Also Black Templars are rumored to be the strongest Chapter in terms of size since they sh*t on the Codex and also make use of a loophole in it, they are always on Crusade so they can always have more than a 1000 marines.
If you count the "Last Wall Protocol" implemented by Rogal Dorn, the Imperial Fists are the strongest chapter (if used, Imperial Fists unite with all their successor chapters to which the Black Templars also belong, to defend Terra/the Imperium).
Edit: The Ultramarines were the biggest Legion in the 30k days based on pure numbers (before the Heresy) and also spawned the most successor chapters in the Imperium. Their Geneseed is also famously stable, which of course aids in producing successor chapters.
If we're taking other things into account, any chapter that can hard counter psykers while also not being garbage in combat. I uh..can't think of any. Custodes though.
I think the Black Templars have a rule in the TableTop which allows them to roll on negating a psyker using he/her powers. Abhore the Witch or something like that.
Custodes are not Space Marines, but they use the Sisters of Silence whom are all nulls to nullfiy/dampen Psykers (see Burning of Prospero).
Haegr the Mountain I think was able to sprint in Terminator Armour...but I think Tyberos can too....but I´m not sure, he is stealthy because Charcharadons are a Raven Guard successor chapter and maybe have inheritet the Shadowstep trait that some Raven Guard (including Corvus Corax) had.
There's also the Black Dragons which have hardened sharpened bones that they use as blades which makes them super natural in close combat. Potentially these protrusions are all over their body making them elite murders and front line brawlers.l
Carcharodons who are conditioned for extended nonstop combat in prolonged isolation with no support. So either they kill EVERYTHING or they die. Considering they're still arouond they're pretty strong. On top of that they tend to be bigger and stroonger than other Astartes by their gene seed nature. Hence why they are called Sharks. They're more aggressive, powerful, and relentless.

I put these in order of who is the most powerful to least (not compared to other chapters).
I think I read it was Logan Grimnar who ran in a termy suit. During the months of shame he got that pissed at the Inquisition he teleported aboard their ship and ran at either the leader of the Grey Knights and/or Inquisition and well, lopped off a few heads.
Just searched a bit, you are right Logan Grimnar apperatnly sprinted in it and someone mentioned Chaplain Cassius that apperantly sprinted in Terminator Armour (Helsreach Novels)
Haegr apperantly never wore Terminator armour, but specially build Power Armour. So that one I def. remembered wrongly.
Ya Grey Knights honestly might be #1 if raw singular power of a unit is the criteria.
