Do Not Use High Texture Resolution if you stutter
If you have micro stuttering, use Medium or Ultra Texture resolution. High setting is buggy now and lead to serious fps drop, at least for me.

update my config as requested:
5800X3D
4070
32gb ram
windows 11

Did not stutter before the patch, patch introduced some problems.

That would only happen if you are lacking enough v-ram or memory bandwidth.

When posting some tips, maybe post your rig too, like ichi-niipl said, that only happen because lack of vram or memory bandwith (running at slower pcie) and to some extend weak cpu can contribute to micro stutter (cpu cant keep up with gpu demand)

Yes, but only since the last patch. We been asking for hotfix since then

Dang, you guys have a beast PC. Crazy enough, it's almost always AMD CPUs that have problems. No, I am not blaming AMD; it could be Microsoft shenanigans or developers not having access to AMD CPUs, which is weird since this game is an AMD title. Have you guys tried this (my rig is 12600kf+3060 12gb OC, smooth 80fps on high with ultra texture on DLSS quality + stable frametime):
-Disable hardware-accelerated GPU scheduling on Windows.
-increase NVidia shader cache size to 100 GB.
-Limit background fps to 60 in the NVIDIA control panel.
-Limit your game fps (I limit mine to 80) in the NVIDIA control panel.
-set gpu power to max performance.
-set vysnc to overide and fast in the NVIDIA control panel.
-Nvidia low latency to on.
Never had any problem, including after the new patch. Edit: additional setting that might help (or not)
-disable steam overlay
-set game to Fullscreen

its weird because if i limit it to 30 fps, no stuttering, anything above and i get occasional stutters.

Are you still stuttering? Have you tried disabling AMD fTPM?

No new update and yes I've tried disabling it same issue.
I always wonder why people ignore the fact that it was running smooth befor the update

HALLO?
