True but they don't wear the crux terminatus on their shoulder pad, as I said when they wear power armor they have a symbol of the crux hanging on their armor/belt or weapons to denote that they have earned the crux.

wow so its official I never knew that was allowed at all lol, thanks for the info never knew that GW would go so far just to sell space marines...
1st Company also employed Power Armored Elites like Vanguard and Sternguard Veterans, at least pre-Primaris.
In 3rd it cost 15 points and could be applied to any non named character that wasnt a veteran sgt or listed with terminator armour by default as the cost and stat bonus were already included.
Smaller representations of the Crux are frequently also worn by the Veterans who have earned it when they fight in standard power armour.
The Crux Terminatus is almost always worn on an Astartes' left shoulder plate, though it may also be worn on one knee plate (this is usually done only in combination with the shoulder plate, however). Only Veteran battle-brothers who have earned the Crux Terminatus are granted the specialised training required to wear Terminator Armour.

"Veteran battle-brothers who have earned the Crux Terminatus are granted the specialised training required to wear Terminator Armour" -> so there are bearers of the crux that are not yet trained to wear tactical dreadnought armour, another reason why it is seen on power armour.
