Do people actually use it? I find it clunky and the recovery to be awfully slow.

Yes, when an enemy is ignoring me and I'm trying to get them off my heavy it's quite useful with the extra stagger perk you can get for it. Also when the minoris just stand there and don't feel like attacking you can get a free gun strike without opening yourself up too long with a heavy strike windup if you're using single target damage weapon types.

shield bash works perfectly against horde of enemies, just stand on chokepoint/corner and casually knock them all over (with the perk) and free gunshots! timing is essence though, and random perfect parries to create shock area around you. combined with shield bash, you have enough CC to keep enemy wave attention on you rather than on allies.

Hold block/parry (so the shield is raised) and press melee attack.
