I think after blocking a certain amount of damage the bulwark should get staggered for a moment, let them keep the ability to rapidly push up on one or two guys but not walk right up to four dudes or a heavy unloading an entire heavy bolter onto them. In exchange maybe give them a buff, something small like letting them shoot a pistol with reduced accuracy or fire rate from behind the shield.
That being said, I don't have a issue with the class. I've never felt it's overpowered or underpowered but I do think it's current mechanic causes it to be a very passive class that isn't much fun to play or face against.
If they nerf the shield then Bulwark is going to need some major buffs in other areas.
Shooting the shield slow him down a lot, now if you have your team you can have him flanked them easily, since the blocking angle is like 60° or 70°.
If he literally stand there just blocking.
Then ignore him and shoot his friend.
Or you could just use the class/grenade that counter the bulwalk directly.
